世界遺産『古都京都の文化財』を守るための国際緊急署名

世界文化遺産「古都京都の文化財(京都市・宇治市・大津市)」がかつてない危機に直面しています。

賀茂御祖神社(通称：下鴨神社)では、富裕層むけ共同住宅建設によるバッファゾーンの森の破壊が進んでいます。コアゾーンにおいても、大型倉庫建設やバス駐車場化により、森の破壊が進められようとしています。

二条城では、行政当局者自身がコアゾーンの樹木を大量に伐採し、貴重な連続した生垣を断ち切り、大型観光バス駐車場の建設を進めようとしています。

仁和寺のバッファゾーンでは、２４時間営業のコンビニやガソリンスタンドの建設のための開発許可を京都市が認めていましたが、住民の反対運動によって事業者が断念するに至りました。

このように「古都京都の文化財」はかつてない危機に直面しており、それを守るべき行政当局者は、開発業者の要請を優先し、開発による世界遺産破壊に手を貸す立場をとっています。行政当局者自身が世界遺産破壊をすすめるケースさえもあります。私たちは、行政当局者に対し、世界遺産の原状回復と破壊をとめるための適正な措置を求めます。

私たちは世界遺産を守るために、行政当局者（政府文化庁、京都府、京都市）に対し、交渉、署名運動、訴訟などありとあらゆる手段で働きかけてきましたが、世界遺産破壊を食い止めるためには、国際社会の協力が必要と考え、新たな一歩を踏み出すこととなりました。

ユネスコ世界遺産委員会には、世界遺産条約及び関連規約に反する「古都京都の文化財」の破壊に対し警鐘をならし、行政当局者が世界遺産保護のための適正な措置をとるように勧告されることを求めます。

Protect the World Heritage in Kyoto Emergent International Signature Campaign

Dear Dr. Rössler,

The World Heritage “Historic Monuments of Ancient Kyoto” (Japan) (C 688) are now facing the worst-ever crisis by a series of development activities. The Shimogamo Shrine has started construction work to build luxury apartments in the Buffer Zone of the World Heritage and has been destroying the precious forested area. It also has a plan to construct a large warehouse in the Core Zone. At Nijo-jo Castle, Kyoto City itself plans to cut down many big trees in the Core Zone and reduce the hedges in order to provide parking spaces for tourist buses. At Ninna-ji Temple, the City gave a development permit for plans to build a convenience store and a gas station in the Buffer Zone, right in front of the Temple. This destruction was barely avoided in Ninna-ji’s case as the plans were withdrawn thanks to the opposition of the local communities. As stated above, the World Heritage sites in Kyoto are experiencing a critical period. However, Kyoto City prioritizes developers’ requests and supports, or even participate in, destruction of the sites despite its position to protect the World Heritage stipulated in the World Heritage Convention. We have so far negotiated with the City, collected and submitted signatures and filed lawsuits to protect the heritage’s Outstanding Universal Value and preserve its adjacent areas. However, in order to proceed further to prevent this destruction, we have decided to take a step forward to seek cooperation with international communities by inviting people to sign-up to support this campaign to reach out to UNESCO. We hereby would like to ask UNESCO’s World Heritage Committee to issue an alert to the destruction of “Historic Monuments of Ancient Kyoto” which is presumed to be a violation of the World Heritage Convention and goes against related Decisions of and Recommendations. We also would like to ask the Committee to offer recommendations to Kyoto City to implement proper procedures to protect the World Heritage sites.
